The dramatic loss of biodiversity in recent decades is one of the biggest challenges for the survival of humanity. This process happens against the background of the recently declared new geological epoch of the Anthropocene, which expresses that human influence has now reached every square centimeter of the earth´s surface and every cubic centimeter of its atmosphere. This means that reliance on any nature outside of us humans which may sustain us is obsolete. Instead, we are deeply entangled with all other living and non-living beings and we need to actively design these entanglements for higher biodiversity in order to survive.

Contemporary biodiversity research and practice focus mainly on city scale or rural scale. This should be complemented now by the intermediate scale of the regiopolis, which has a high potential for increasing biodiversity. IBA Parkstad offers the chance to contribute to research and practice for increasing biodiversity on a regional scale. The mini-conference presents inspiring theory on biodiversity and design (Martin Prominski), nature-based design principles (Maike van Stiphout) and local examples expressing the specific Parkstad-entanglements between human and non-humans (Martijn Blaas).

Climate policy will be the paramount policy subject of the next decades, and the energy transition will be its ‘Moonshot Project’. Leading speakers will shed their light on the two sides of the transition with lectures on sustainable electricity generation and heat production and the possibilities for energy savings. How the new energy infrastructure will be integrated in the urban landscape of Parkstad will be placed in the context of the broader climate policy with the role of land-use in the mitigation policy and the adaptation to the effects of climate change – e.g. floodings – are addressed. Parkstad – as an energy landscape Avant la Lettre – has always been in the forefront of the transition debate. Dirk Sijmons, a pioneer policymaker will look back on this pioneering role and will look to the future in a spoken column.

Dirk Oudes is a landscape architect and PhD researcher at the Amsterdam Academy of Architecture and Wageningen University and associate of NRGlab, a research laboratory on energy transition.

Socio-economic dynamics of the Regiopolis: borrowed space, scales and identity

Beyond the growing metropolitan areas, there are places with less name or fame. They form a polycentric network of smaller and larger places, often with an unclear morphology. In contrast to Metropolis, we call them Regiopolis. As is every form of settlement – the Regiopolis is only partly the result of spatial planning policies and design, and to a high degree and probably more than other forms of urban conglomerations the outcome of different, often contradictory forms of self-organization. In the mini-conference ‘RE-SETTLING’ we look at the Regiopolis as a collective organization of individual trajectories. Without neglecting the role of planning and politics, we’ll change the perspective on the Regiopolis to a manifold of activities and initiatives by residents, entrepreneurs, and institutions in the domain of everyday life.

Program

Maike van Stiphout (WUR 1988, RMIT Australia 1986) is principal of DS landscape architects, founded in 1993, together with Bruno Doedens. She directed the department of landscape architecture at the Amsterdam Academy of Architecture (2014-2018). Her focus is on the biodiversity in her projects.

Volmar Delheij is at this moment a member of the advisory board of the Regionale 2026 Bergisches Rheinland (Cologne-Bonn Region), sustainability advisor to municipalities and quartermaster to a new Social Energy Company.

Francesco Veenstra (1973) has been Chief Government Architect since September 1st 2021. The Chief Government Architect advises the government on issues of spatial quality. He also guarantees the architectural and urban quality of government projects. Francesco Veenstra has been a partner at Vakwerk architecten in Delft since 2017 and worked at Mecanoo, where he was co-owner from 2007 to 2017. He has extensive experience in projects for cultural organizations, higher education, commercial real estate and infrastructure.

Caspar van den Berg is Professor of Public Administration at the University of Groningen and the University of Leiden. His research focuses on administrative regional ecosystems, intergovernmental relations and transitions in the public sector. For his PhD thesis (Leiden 2011), he received the Van Poelje Prize for the best dissertation in public administration in the Netherlands and Flanders. His most recent book Policy Consultancy in Comparative Perspective was published in 2020 by Cambridge University Press. Since January 2022, he has been a member of the Dutch Senate on behalf of the VVD.

Hans Mommaas (1955) studied Western Sociology at the then Agricultural College in Wageningen. He is currently Director of the Netherlands Environmental Assessment Agency and Professor of ‘Regional Sustainability Governance’ at Tilburg University.

Dr. Reimar Molitor is currently managing director of the Region Köln/Bonn e.V. (Cologne/Bonn Region Association). Between 2004 and 2012 Dr. Reimar Molitor was managing director of the Regionale 2010 Agentur in the Cologne/Bonn Region. Since 2017 he is also the managing director of the REGIONALE 2025 Agentur GmbH ‘Bergisches RheinLand’.

Dr Marta Doehler-Behzadi took over as Director of the IBA Thüringen GmbH on 1 May 2014. She studied Urban Planning at the Hochschule für Architektur und Bauwesen (HAB) Weimar (today Bauhaus University) and subsequent doctoral studies.

Christa Reicher is a Professor for Urban Design and Director of the Institute for Urban Design and European Urbanism at the Faculty of Architecture at the RWTH Aachen University since 2018. She is a member of the IBA Expert Council of the Federal Ministry and several other advisory boards.

Martin Prominski is Full Professor and chair of “Designing Urban Landscapes” at Leibniz University Hannover, Germany. He studied landscape planning at TU Berlin, received a Master in Landscape Architecture from Harvard University, GSD and has a PhD from TU Berlin (2003).

Dirk Sijmons is one of the founders of H+N+S Landscape-architects. In 2002 Sijmons received the Maaskant award and in 2007 the Edgar Doncker award for his contribution to ‘Dutch Culture’. Sijmons was appointed first State Landscape Architect of the Netherlands (2004-2008) and he was curator of IABR–2014 themed Urban-by-Nature.

Professor Martin Paul has been Rector of the Ruhr-Universität Bochum since November 2021. Previously, he was President of Maastricht University (UM) for more than ten years. After his medical studies and doctorate at the University of Heidelberg, he held several academic positions in Germany, the United States and the Netherlands.

Simone van Trier is a professional, experienced and multi-faceted moderator and presentation coach.

Mathea Severeijns (1970) has been working as a planner for several commercial and government organisations. Since 2019 she is managing director of IBA Parkstad.

Joachim Declerck (1979, Kortrijk) graduated from the University of Ghent as engineer-architect. In 2010, together with Roeland Dudal, he founded the European think-and-do tank Architecture Workroom Brussels (AWB) for innovation in architecture, urban and territorial development. Since 2014, Joachim is visiting professor at Ghent University (BE).

Marco Pastors has been the director of the National Programme Rotterdam South (NPRZ) since February 2012. In the NPRZ, the City of Rotterdam, the state, corporations, education, care institutions, employers, the Public Prosecutor’s Office, and the police are working towards a better perspective for Rotterdam South by increasing the opportunities for the inhabitants of Rotterdam South.

Sjoerd Bootsma is artistic director of Arcadia, the successor to the Frisian Cultural Capital in 2018. Arcadia is a triennial art and culture manifestation that lasts one hundred days and consists of dozens of large and small performances, exhibitions and other events.

Peter Bertholet was born in Parkstad and studied planning and sociology at the Universities of Utrecht and Delft. As director-secretary, he has run the regional office since 2005 and is secretary of the board of the Parkstad Limburg City Region, the partnership of the eight municipalities in the former Eastern Mining Area around Heerlen.

Aan de rand van de Stadstuin aan het Schinkel-Zuid terrein in Heerlen staat gedurende de gehele Stadmaakweek de bus van IBA Parkstad. Letterlijk en figuurlijk een blikvanger met inhoud. Parkstad bloeit
IBA Parkstad heeft als doel Parkstad in 2022 en daarna tot een sterkere en veerkrachtigere regio te maken. Op weg naar een duurzamere economie, met een belangrijke rol voor groen en het hergebruiken van materialen. Zo wordt Parkstad een aantrekkelijk gebied om te wonen, werken én recreëren.

Van 2013 tot 2022 en verder
IBA Parkstad is gestart in 2013. Dit jaar én volgend jaar, in 2021 en 2022, vindt het Expojaar van IBA Parkstad plaats. Gedurende dit jaar presenteert IBA de reeds gerealiseerde projecten of krijgen we een status update van projecten die in realisatie zijn. Of IBA Parkstad in 2022 tot z’n eind komt? Absoluut niet. Het IBA-proces eindigt nooit. Het betreft een dynamisch proces. De projecten lopen door en blijven zich ontwikkelen, ook na 2022.

Start IBA Expojaar
Het startschot voor het IBA Expojaar geven we tijdens de opening van Cultura Nova op 27 augustus 2021. Samen met de 30e editie van het cultuurfestival opent IBA Parkstad zijn Expojaar. Gedurende dit jaar vol festiviteiten vieren we Parkstad en IBA aan de hand van een vol programma. Van evenementen tot exposities en van congressen tot festivalmomenten.

Een regionale impuls
Vie staat voor verbeteren van de gezondheid en vitaliteit binnen de regio Parkstad. Parkstad scoort slecht als het gaat om levenskwaliteit en gezondheid van haar inwoners. Vanuit Kerkrade, in samenwerking met vele partners in de regio, is een langjarige beweging in gang gezet om een trendbreuk te realiseren. De ambitie is om vanuit een innovatieve aanpak in de wijken en met een centraal gelegen locatie in Kerkrade als ‘motor’, een nieuwe impuls te geven aan de gezondheid en vitaliteit van de inwoners van Kerkrade én de regio. Vie wordt gerealiseerd op de plek van het voormalige Atriumziekenhuis in Kerkrade-centrum. Een prachtige plek waar men voor elkaar zorgt, samen beweegt, van elkaar leert en samenwerkt. Binnen en rond Vie worden een zwembad, diverse sportverenigingen en zorginstanties gevestigd. Allemaal afgestemd op de thema’s vitaliteit en gezondheid. Nog veel belangrijker dan de gebouwen zijn de programma’s die vanuit Vie aangeboden en ontwikkeld worden. Allemaal gericht op het verbeteren van de levenskwaliteit van de inwoners van Kerkrade én de regio.

Vie Innovatie Hub Parkstad
Vie is nog veel meer dan dat. Het is ook een plek waar expertise op het gebied van zorg, sport en bewegen samenkomen. Zo vormt de Vie Innovatie Hub Parkstad hét innovatieve kennis en expertise deel van het concept, met speciale aandacht voor programma’s die investeren in gezonde jeugd, vitaal ouder worden en vitale wijken. De Innovatie Hub wordt gevestigd in het Vie complex.

Een symbolistische berg
De Wilhelminaberg is een belangrijke, iconische plek in Parkstad. De berg is van heinde en verre zichtbaar en staat symbool voor het hernieuwde elan van de regio. Een regio in transformatie.

Lichtkunstwerk
IBA wil deze iconische plek markeren door middel van een tijdelijk lichtkunstwerk. Snowworld en de top vormen samen één landmark en geven het geheel ‘schwung’.

Tegelijkertijd met het plaatsen van het lichtkunstwerk en de inrichting van de top van de berg, start een maatschappelijke dialoog. Voorafgaand aan en tijdens het expositiejaar discussiëren we met de omgeving van de berg en de bewoners van de regio over de betekenis van de Wilhelminaberg voor de regio.

Onder regie van de gemeente Landgraaf worden de top, de trappen en de zogenoemde aanlanding opnieuw ingericht.

Parkstad verbindt
De Leisure Lane realiseert een langzaam verkeerverbinding over een lengte van zo’n 33 km tussen Beekdaelen en Simpelveld. Het is meer dan een ‘gewoon’ fiets- of wandelpad, het is een attractie op zichzelf. Het is een aantrekkelijk pad door de hele regio van circa 4,5 meter breed en omzoomd door bermen, waarmee je het landschap en de cultuur in de regio kunt beleven. De route is recreatief, maar heeft ook praktische voordelen voor mensen die op de fiets naar het werk, naar familie of naar huis gaan.

Een innovatief langzaam-verkeer-pad
De Leisure Lane loopt door zes gemeenten: Beekdaelen, Heerlen, Brunssum, Landgraaf, Kerkrade en Simpelveld. Het is een toeristische route vanaf de Stationsstraat te Schinnen tot aan het spooremplacement in Simpelveld. Het voert je langs het unieke landschap van Parkstad en toont de verschillende tijdperken die deze regio tekenen. Van Romeinse tijd tot de mijnen, van delfstofwinning tot recreatie en groene parken.

De Leisure Lane verbindt de verschillende gebieden in Parkstad en wordt tegelijkertijd de schakel in het internationale netwerk van lange afstand fietsroutes tussen de Duitse Vennbahn en het Belgische Kolenspoor. Tevens zorgt de fietsroute voor een versterking van de (toeristische) economie, alsook voor de herkenbaarheid en identiteit van de regio.

IBA
Het concept IBA, oftewel Internationale Bau Ausstellung, is meer dan 100 jaar geleden ontstaan in Duitsland. Wat begon als een tentoonstelling voor de moderne bouw, ontwikkelde zich tot een succesvolle formule die in een regio of stad een krachtige impuls geeft aan economie, ruimte én samenleving.

IBA Parkstad
In Parkstad wordt tot het najaar van 2022 de IBA-methode toegepast, waarbij innovatieve, vernieuwende ideeën worden opgehaald. Ideeën binnen de regio zelf en daarbuiten. Experts buigen zich over toonaangevende projecten en identificeren de kansen die de regio te bieden heeft. Daarnaast voegt IBA waarde toe aan projecten, zowel inhoudelijk als financieel. Het ultieme doel? Deze projecten én de regio te verbeteren waar mogelijk.
